You should probably tell him to learn flash. It's what all the cool kids are using these days, plus lots of websites use it for random flashy junk that's cool to whoever creates it and annoying to anyone else. Aside from that, if it's a blog, he should use Wordpress. If it's just something to display art... well, he should still probably use Wordpress.
