Kojima is just covering his ass in case Konami does something he doesn't expect or want them to do. He's said that the size of the Blu ray is necessary for what he wants to do with sound, and losing 80% of the available space to do a port to the 360 would require the game to be significantly downscaled. I don't think any director would want to do that to their work.
