I think the difference is in HULK you're a giant green dude killing civilians by throwing cars at them, while in GTA you're just a dude running around with a gun.

My favourite thing to do was to pick someone up, prance around the city with them, climbing the tallest building I could find, then throwing them over the edge. GOOD TIMES.
