Has anybody mentioned brand-new stuff? Brand new stuff would make the VC a lot more appealing to me - so far I have downloaded only one retro game on XBLA (granted, most of them aren't really all that special) and I would pretty much only use the VC to download retro titles I had never played. So, new stuff would be more likely to get my dollar.

C'mon Nintendo, there's a lot of really talented little developers out there who would love to put out budget-priced titles for your console.
