Debilitate comes from Trumpeter. You can make him, but he doesn't get debilitate until level 73.
Anyway, you really should have a sukunda, rakunda, tarunda persona. It's not glamorous, but unfortunately, the easiest way to beat this game is for the MC to be a buff/debuff/heal bitch on bosses and leaving the other characters to be the damage dealers.
At the very least put up masukukaja and sukunda for hit/evade and then rakunda and matarukaja so you deal massive damage. With that much evade power you dont have to worry too much about marakukaja and tarunda to take less damage since you'll rarely get hit.
And even if he removes them, that's 1 turn he doesn't spend attacking you.

Are you buffing and debuffing? Debilitate on the boss and party buffs on you will make all the bosses super easy. |
I got through that boss like this, at around level 65:
Me (equipped with a persona that has makarakarn and a persona with no elemental weaknesses as an alt)
Naoto (physical attacks hurt this boss pretty bad and has no elemental weaknesses)
Chie
Yukiko
(those two can probably be subbed out)
Essentially I'd just cast makarakarn on the teen girl squad (yukiko and chie especially) I brought along with me and focused on healing with items/hammering the boss with physical attacks that had been boosted with buffs.
Whenever the boss does that quad move that 'changes the atmosphere' he doesn't gain an elemental resistance to whatever he boosted, and he'd invariably choose fire or ice so he could take advantage of chie or yukiko's weakness.
So whenever he attacked one of them or the party, he'd get one or more of his (rather insanely) boosted magic attacks reflected at him and wind up wrecking himself. after that, whichever character got hit would guard until the atmosphere went back to normal and i'd switch personas and recast makarakarn. |

That's the one indeed, Balbanes. It's okay because my P4 experience has been perfected by this one really nice Yukiko doujin that pretty much takes off after the end of your S-link.
It reminded me of my first time in a good way, 'twas good shits.

slap an ice suppressor on her?
my party was kanji, yukiko, and teddie, although you can swap out teddie since that boss never seems to switch to ice mode
at the beginning of the fight he seems to cast full party spells every other turn (first he'll target one person, then the party the next turn)
basically wait for him to amp a certain type of elemental damage and then have MC and whichever other party member has that type of spells hammer away at him. also, make sure you have the defense up spell (or evade up/reflect i guess) cast on your party as often as possible
i didn't really have to grind to beat any of the bosses in this game, it's usually just a matter of dying a couple of times before i figure out a good strategy |

i read you just have to talk to all your maxed out s. links on the day before you leave, but i'm pretty sure i did that (the game told me i talked to all the people i'd formed close bonds with and that i should return home), but i still got the normal ending
