I used to work at a mom&pop import/used games store a while back and we never made any money on new stuff.

A lot of times when a new game that everyone wanted came out we would just go to Best Buy or whatever and buy a few of them there. Then put them up for sale that morning.

Was easier to just take the tax lose to say it was in stock and get people in the store to look at used stuff. Our "real" shipment of the said games wouldnt come in for 3-4 days after the release date.
