Tozai Games includes a Japanese, ex-Irem staff member (Scott Tsumura, Chief Advisor / Executive Producer). I'm pretty sure that it wasn't "outsourced", and instead they approached Irem about it.
Unless I'm mistaken and you're referring to Southpeak. As I understand it, the Tozai Games/Southpeak partnership has Southpeak doing a lot of the dirty work but most of the high level decision making actually comes from the Tozai Games side. For example, with Lode Runner all the levels were designed by Tozai Games' Brett Ballow, but art sound and programming were done by Southpeak.
At any rate, Dimensions is about as close to being made by the Irem of old as it would have been had modern Irem developed it.
(Sorry, I'm sort of a Tozai Games fanboy.) |

That I don't know (and if you find out please share). But I can say that, unlike wikipedia's claim to the contrary, Spelunker HD (released for PSN in Japan already and coming soon to North America) seems to have been actually handled by Tozai. You can see it right on the title screen. I don't really have details on this though, I'm just going on that and a tweet from their company twitter. |

Or even more relevantly, Arika has gone there before with Tetris with Carcaptor Sakura: Eternal Heart.
Supposedly it's just that one mode in TGM4 that is moe. The rest should be the same as ever, albeit with a less manly nature theme. |
