Does Syphon Filter hold up at all (it's also in the buck sale) or is it one of those games better to leave off in the past?

No, and this is coming from a guy who thinks that everyone should still be playing the CORE Tomb Raider games.

Wild Arms 2 is about as pure a 90s Anime/JRPG experience you can have without it being even a little bit offensive. It's like one of those "Here's how I'd fix Evangelion" fanfics.

The final PSP game, which got a PS2 port, is supposed to be really good.

Wild Arms 1 is a walking simulator. Its storytelling is lightwieght enough to fly a balloon. Wild Arms 2 is more of a proper JRPG story, and I really liked some of the character decisions they made. For instance the main character has a girlfriend who is not a party member, and he goes and hangs out with her inbetween being sent on missions. Wild Arms 2 also has a proper battle system, which class differentiations for each character. WA1 felt like the default options in an RPG maker program.

I played the original PS Mini version of Velocity and really liked it. You do have to get about 1/4th of the way through the game before they trust you enough to give you all of the controls for your ship, though. I don't know why they thought it would be a good idea to try and trick people into thinking they're playing a euroshooter at the start, but i guess they thought it was a good enough idea they kept it for the remake.

There's Shin Megami Tensei: Persona 2: Eternal Punishment (PS1 Classic) for $4 bucks this week. Should I get it, wait for another sale with an even better price, or wait for the fan translation of the PSP port that those dicks at Atlus USA didn't localise?

Get it!

Even if the PSP version is translated, would the western save file work on a fan-translated version of the Japanese game?

The only thing keeping an american save file from working on a jp copy of any game is literally a string of text saying "JPversion=0". I can't remember the games, but there's been fan translated sequels that will accept save files from the first games. Conception II in english will even recognize japanese saves, and there's no way ATLUS would have spent any amount of effort on that bomb.
