Oh this is excellent.
Of course, even so, I doubt it'll mean you'll be seeing shows named "Tyrone Fucks Mad Bitches, Nigga" on the WB anytime soon.
Technically, ANY cable station that isn't available over the air is free from FCC mandate. Comedy Central could show hardcore porn if they really felt like it. The only thing holding them back are advertisers, which is where they make all their money (unlike "premium" cable networks, which are generally commercial-free). So, there's no actual rule saying HBO can show things the Cartoon Network can't; Cartoon Network's advertisers can opt to pull their sponsorship, though.
So, even if the FCC can't regulate obscenities on-air, it probably won't mean a whole lot if advertisers don't grow some proportional balls. _________________
