Yeah Paypal is a bunch of bullshit. There is nothing that says that their donation service is reserved to tax exempt charitable organizations otherwise they'd make you fill out extensive paper work and investigate you before you could sign up for it. I am sure these webcomics and other sites are pulling it more than 200 dollars, and they so far haven't had to prove that they were such an organization otherwise Paypal would suspend their accounts.
